7 Football Governance (No. 2) Bill: Presentation (Standing Order No. 57)

Damian Collins, supported by Mr Clive Betts, Tracey Crouch, Mr Jim Cunningham, Philip Davies, Paul Farrelly, Penny Mordaunt, Steve Rotheram, Mr Adrian Sanders, Mr Gerry Sutcliffe, Justin Tomlinson and Mr John Whittingdale, presented a Bill to require professional and semi-professional football clubs in England to disclose the identity of their owners; to give the Football Association powers to block the ownership of a club by anyone whom they consider is not a fit and proper person; to require all creditors of a football club to be compensated equally should the club go into administration; to facilitate the raising by supporters’ organisations of the finance required to acquire a controlling stake in a football club; and for connected purposes.

(1) Sanctioning of benefit recipients

Resolved, That this House notes that there have been many cases of sanctions being wrongfully applied to benefit recipients; and calls on the Government to review the targeting, severity and impact of such sanctions.-(Mr Michael Meacher.)

(2) Civil Service reform

Motion made and Question proposed, That this House has considered the Eighth Report from the Public Administration Select Committee, on Truth to power: how Civil Service reform can succeed, HC 74, and the Government response, HC 955, and the First Report from the Liaison Committee, on Civil Service: lacking capacity, HC 884, and the Government response, HC 1216.-(Mr Bernard Jenkin.)

9 Filming of private deliberative meetings

Resolved, That, notwithstanding the practice of the House, a select committee may, with the unanimous consent of all its members, permit the filming of private deliberative meetings for the purposes of the documentary which was approved by the House of Commons Commission on 15 July 2013.-(Mr David Evennett.)

Katy Clark (Chair) reported the following resolution:

That the Committee takes note of European Union Document No. 8040/12 and Addenda 1 to 3, a draft Directive on the enforcement of Directive 96/71/EC concerning the posting of workers in the framework of the provision of services; supports the Government’s efforts to ensure protection for workers posted to the UK from other Member States and for UK workers who are posted to the EU; and further supports the Government’s active co-operation with other Member States to ensure that there are limits on the administrative burdens on UK businesses who post or receive posted workers, whilst encouraging growth within the single market.
