That this House welcomes the Speaker’s announcement on 1 September of a pause in the process of appointment of a new Clerk of the House and Chief Executive, to give time for further consideration; and accordingly determines that:

(a) there shall be a select committee, called the House of Commons Governance Committee, to consider the governance of the House of Commons, including the future allocation of the responsibilities for House services currently exercised by the Clerk of the House and Chief Executive;

(b) the Committee report to the House by 12 January 2015;

(c) the Committee shall have the powers given to select committees related to government departments under paragraph 4(a) and 4(b) of Standing Order No. 152;

(d) Mr Jack Straw be the Chair of the Committee;

(e) the Committee shall consist of seven other backbench members, to be elected by parties in the proportion of three Conservative, two Labour, one Liberal Democrat and one representative of the other parties represented in the House; the parties shall forward their nominations to the Chair of the Committee of Selection by 10 October and any motion made in the House on behalf of the Committee of Selection by the Chair or another member of the Committee shall be treated as having been made in pursuance of Standing Order No. 121(2) for the purposes of Standing Order No. 15(1)(c).

That this House welcomes the measures announced in the 2014 Budget Statement which reduce cost pressures created by the imposition of carbon taxes and levies; notes that without such measures, there is a serious risk of carbon leakage; further notes, however, that UK manufacturing still pays four times as much for carbon compared with main EU competitors because of taxes such as the carbon floor price; and calls on the Government to build on the measures announced in the Budget by producing a strategy for energy-intensive industries, as recommended by the Environmental Audit Committee in its Sixth Report of Session 2012–13, HC 669, in order to produce a fairer and more efficient system which delivers genuine potential for investment in a low-carbon economy.

After paragraph 10 of the Order insert–

39. HIGH SPEED RAIL (LONDON - WEST MIDLANDS) BILL: INSTRUCTION (NO. 2)

That it be a further Instruction to the Select Committee to which the High Speed Rail (London - West Midlands) Bill is committed–

(1) that the Select Committee have power to consider–

(a) amendments to accommodate the requirements of landowners and occupiers in:

(i) the parishes of the Little Missenden, Great Missenden, Wendover, Stoke Mandeville, Stone with Bishopstone and Hartwell, Quainton, Preston Bissett and Turweston in the County of Buckinghamshire,

(ii) the parish of Finmere in the County of Oxfordshire,

(iii) the parish of Chipping Warden and Edgcote in the County of Northamptonshire,

(iv) the parish of Little Packington in the County of Warwickshire,

(v) the parish of Berkswell in the Metropolitan Borough of Solihull, and

(vi) the City of Birmingham;

(b) amendments to accommodate changes to the design of the works authorised by the Bill in:

(i) the parishes of Stone with Bishopstone and Hartwell, Fleet Marston, Steeple Claydon and Twyford in the County of Buckinghamshire,

(ii) the parish of Mixbury in the County of Oxfordshire,

(iii) the parishes of Culworth and Whitfield in the County of Northamptonshire,

(iv) the parishes of Radbourne, Southam, Stoneleigh and Curdworth in the County of Warwickshire, and

(v) the City of Birmingham;

(c) amendments to accommodate the requirements of utility undertakers in:

(i) the parishes of Denham, Wendover, Ellesborough, Stone with Bishopstone and Hartwell, Quainton and Grendon Underwood and the town of Aylesbury in the County of Buckinghamshire,

(ii) the parishes of Offchurch, Burton Green, Little Packington, Coleshill, Curdworth, Wishaw and Moxhull and Middleton in the County of Warwickshire,

(iii) the parishes of Drayton Bassett, Hints with Canwell, Weeford, Swinfen and Packington, Fradley and Streethay, Longdon, Kings Bromley and Lichfield in the County of Staffordshire, and

(iv) the parish of Bickenhill in the Metropolitan Borough of Solihull,

and amendments for connected purposes;

(2) that any petition against amendments to the Bill which the Select Committee is empowered to make shall be referred to the Select Committee if–

(a) the petition is presented by being deposited in the Private Bill Office not later than the end of the period of four weeks beginning with the day on which the first newspaper notice of the amendments was published, and

(b) the petition is one in which the petitioners pray to be heard by themselves or through counsel or agents.
