That the Committee takes note of European Union Document No. 10154/13 and Addenda 1 to 5, a draft Regulation establishing a framework on market access to port services and financial transparency of ports; supports the Government’s efforts to seek improvements and to remove the elements of its provisions that might harm the competitive edge of the UK port sector; and further supports the Government’s co-operation with other Member States to achieve pragmatic and sensible solutions that would recognise the UK port sector as an example of the objectives of the proposal, namely, identifying and removing the use of unfair and anti-competitive subsidies.

1. REFORM OF THE EU’s STAFF REGULATIONS

That the Committee takes note of European Union Document No. 18638/11, a draft Regulation amending the Staff Regulations of Officials and the Conditions of Employment of other Servants of the European Union; further notes that this Regulation is now in force; further notes that the UK voted against the Regulation at the Council of Ministers in October 2013; regrets that, in the context of the first real-terms cut to the multi-year EU Budget framework secured by the Prime Minister in 2013, the final Regulation was not more ambitious in achieving genuine reform and real budgetary restraint in the EU Institutions; and welcomes the modest reforms and savings that were achieved.
