4. PORTS

That the Committee takes note of European Union Document No. 10154/13 and Addenda 1 to 5, a draft Regulation establishing a framework on market access to port services and financial transparency of ports; supports the Government’s efforts to seek an alternative text, which removes those elements of its provisions that risk harming the competitive edge of the UK port sector; and further supports the Government’s determination to secure solutions that recognise and protect the UK port sector as an exemplar of the claimed underlying objectives of the Proposal, since it is already fully competitive, efficient and actively investing to expand capacity.

Line 8, at end add ‘but believes the Government must commit to rigorously seeking the co-operation of other Member States in order to achieve the objective of an alternative text; and calls on the Government to continue negotiating but to resist any aspects of the Regulation that are sustained or added that do not address the continued effectiveness of the UK ports industry and its employees and that frustrate fair competition between ports.’.

On 2 July 2014 the European Scrutiny Committee recommended this Document for debate on the floor of the House (Fifth Report of Session 2014-15). The Government scheduled the Document for consideration in European Committee A on 3 September 2014, on which date the Committee adjourned without debating the Document. At its meeting on 3 September 2014, the European Scrutiny Committee reiterated its recommendation that the Document be debated on the floor of the House (Tenth Report of Session 2014-15).

1. AN EU DEVELOPMENT AND COOPERATION RESULTS FRAMEWORK

That the Committee takes note of European Union Document No. 17709/13, a Commission Staff Working Document: Paving the way for an EU Development and Cooperation Results Framework; and welcomes the document as an important step towards putting in place a results framework which will help drive improvements in the impact of the European Commission’s development programmes by reporting results achieved and providing performance information for the Commission and others to act on.

2. EU GENERAL BUDGET 2015: DRAFT BUDGET

That the Committee takes note of European Union Documents No. 10340/14, a draft Amending Budget No. 3/2014 to the General Budget 2014, No. 10341/14, a draft Decision on the mobilisation of the Contingency Margin in 2014, No. SEC (2014) 357, Statement of Estimates of the Commission for 2015: Preparation of the 2015 Draft Budget, Documents I-IV, No. 10946/14, a draft Decision on the mobilisation of the EU Solidarity Fund, and No. 10947/14, a draft Decision on the mobilisation of the Flexibility Instrument; agrees with the Government that at a time of ongoing economic fragility in Europe and tight constraints on domestic public spending, it is essential that the European Union budget reflects the consolidation efforts of Member States to bring the levels of deficits and debt onto a more sustainable path; notes that the Council position on the 2015 Draft Budget respects the seven year Multi-Annual Financial Framework agreement for 2014-20, secured by the Prime Minister in 2013, which delivers an unprecedented real-terms reduction compared with the 2007-13 period in addition to protecting the UK rebate; calls on the Government to continue its efforts to limit the size of the EU budget by pressing for necessary restraint and discipline in the budget negotiations in autumn 2014 and beyond, in order to get the best deal for UK taxpayers; and agrees that further reform of the budget is necessary over the longer term.
