1  Introduction


Scope of this report

1. Since autumn 2012 we have been determined that our reports should help to inform the next Strategic Defence and Security Review (SDSR). This report summarises the contribution of our recent reports, and raises a number of questions that we believe need to be addressed in the next SDSR. We would like to see the Government response to our questions embedded in the next DSR.

2. We have not sought further evidence in the course of preparing this report, but are grateful to our regular team of advisers[1] in addition to Professor Sir Hew Strachan, Chichele Professor of the History of War, Professor Malcolm Chalmers, Director (UK Defence Policy), Royal United Services Institute, and James de Waal, Senior Fellow International Security, Chatham House.

3. As an Annex to this report, we are also publishing an analysis of how we have addressed the 10 Core Tasks set for Departmental Select Committees by the House of Commons Liaison Committee.[2]
