1 Death of a Member
The Speaker made the following communication to the House:
It is with great sadness that I have to announce the sudden death of our colleague Jim Dobbin, Member of Parliament for Heywood and Middleton, whilst on a Council of Europe trip to Poland.
Before being elected to the House in 1997, Jim worked as a microbiologist for 33 years. He was elected as a councillor to the Metropolitan Borough of Rochdale council in 1983, becoming group leader in 1994. Jim was an assiduous, independent-minded and principled parliamentarian who enjoyed respect in all parts of the House. He will be sadly missed. We send our condolences to Jim’s wife of 50 years, Pat, and to their four children, Patrick, Barry, Mary and Kerry.
2 Clacton
Ordered, That the Speaker do issue his Warrant to the Clerk of the Crown to make out a new Writ for the electing of a Member to serve in this present Parliament for the County Constituency of Clacton in the room of John Douglas Wilson Carswell, who since his election to the said County Constituency has been appointed to the Office of Steward or Bailiff of Her Majesty’s Manor of Northstead in the County of York.-(Michael Gove.)
3 Speaker’s Statement: Division (Numbers incorrectly reported)
The Speaker reported to the House that in the Division on Friday 5 September relating to the committal of the Affordable Homes Bill to a select committee a Member had been unable to vote as the Tellers had left the No Lobby and that accordingly the numbers voting No had been erroneously reported as 264 instead of 265; and that he had directed the Clerk to correct the number in the Journal accordingly: Ayes 236, Noes 265.

7 National Insurance Contributions Bill (Programme)
Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the National Insurance Contributions Bill:
Committal
(1) The Bill shall be committed to a Public Bill Committee.
Proceedings in Public Bill Committee
(2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 28 October 2014.
(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
(4) Proceedings on Consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.
(6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and Third Reading.
Other proceedings
(7) Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.-(Mark Lancaster.)

8 National Insurance Contributions Bill (Ways and Means)
Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the National Insurance Contributions Bill, it is expedient to authorise:
(1) provision for, and in connection with, the application of Part 4 of the Finance Act 2014 in relation to national insurance contributions;
(2) the payment into the Consolidated Fund of any increase attributable to the Act in the sums payable into that Fund under any other Act.-(Mark Lancaster.)

9 Business of the House (10 September)
Ordered, That, at the sitting on Wednesday 10 September, the Speaker shall put the Questions necessary to dispose of proceedings on the Motion in the name of Jesse Norman relating to Select Committee on Governance of the House not later than two hours after their commencement; such Questions shall include the Questions on any amendments selected by the Speaker which may then be moved; proceedings may continue, though opposed, after the moment of interruption; and Standing Order No. 41A (Deferred divisions) shall not apply.-(Tom Brake.)

12 EU Industrial Policy
Motion made and Question put forthwith (Standing Order No. 119(11)), That this House takes note of European Union Documents No. 5489/14 and Addendum, a Commission Communication: For a European Industrial Renaissance, No. 13964/13 and Addenda 1 to 3, a Commission Staff Working Document: Member States’ Competitiveness Performance and Implementation of EU Industrial Policy, and No. 13966/13, a Commission Staff Working Document: European Competitiveness Report 2013: Towards knowledge driven reindustrialisation; and supports the Government in pressing the Commission to develop a roadmap for industrial competitiveness that focuses on open markets, competition, trade, better regulation and innovation.-(John Penrose.)
