5 Consumer Rights Bill (Programme) (No. 3) Motion

Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Consumer Rights Bill for the purpose of supplementing the Order of 28 January 2014 in the last Session of Parliament (Consumer Rights Bill (Programme)), as varied by the Order of 13 May 2014 in that Session (Consumer Rights Bill (Programme) (No.

2)):

Consideration of Lords Amendments

(1) Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion three hours after their commencement at today’s sitting.

(2) The Lords Amendments shall be considered in the following order: Nos 12, 1 to 11 and

13 to 78.

Subsequent stages

(3) Any further Message from the Lords may be considered forthwith without any Question being put.

(4) The proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement.-(Jo Swinson.)

Title accordingly amended, as follows: A Bill to amend the law relating to the rights of consumers and protection of their interests; to make provision about investigatory powers for enforcing the regulation of traders; to make provision about private actions in competition law and the Competition Appeal Tribunal; and for connected purposes.

7 Consumer Rights Bill (Reasons Committee)

Matthew Hancock (Chair) reported from the Committee appointed to draw up a Reason to be assigned to the Lords for disagreeing to one of their Amendments to the Consumer Rights Bill, That it had drawn up the following Reason, which he was required to report to the House, pursuant to the Order of that day:

The Commons disagree to Lords Amendment No. 12 for the following Reason:-

Because it would be inappropriate to require the provision of information relating to all categories of sellers when a ticket is resold, and because the amendment raises issues of compatibility with existing European Union law.

The Reason was agreed to.

Message to the Lords to communicate the said Reason with the Bill and Amendments.

8 Consumer Rights Bill: Carry-Over Extension

Resolved, That the period on the expiry of which proceedings on the Consumer Rights Bill shall lapse in pursuance of paragraph (13) of Standing Order No. 80A shall be extended by 67 days until 30 March 2015.-(Jo Swinson.)

9 Church of England (General Synod) Measures (Motions)

Ordered, That the Motions in the name of Sir Tony Baldry relating to the Care of Churches and Ecclesiastical Jurisdiction (Amendment) Measure, the Ecclesiastical Property Measure and the Church of England (Pensions) (Amendment) Measure shall be treated as if they related to instruments subject to the provisions of Standing Order No. 118 (Delegated Legislation Committees) in respect of which notice has been given that the instruments be approved.-(Mr Ben Wallace.)

10 Statutory Instruments: Motion for Approval
