ENERGY BILL [LORDS]: SECOND READING

That this House declines to give a Second Reading to the Energy Bill [Lords] because it ignores the need for the vast majority of fossil fuels to be left in the ground in order to meet the UK’s national and international climate commitments, including those made at the Paris climate conference in December 2015; because it fails to set the UK on a path to a 100% renewable energy-based economy by 2050 at the latest; because it contains no provisions on energy efficiency designed to address the urgent need to tackle fuel poverty and unaffordable energy bills; because it ignores the strong case for putting community ownership and citizens rather than large corporations at the heart of the UK’s energy strategy; and because it takes forward the aim of maximising the economic recovery of oil and gas at a time when the priority should instead be maximising the economic, energy security and employment contribution of home-grown renewables.

ENERGY BILL [LORDS]: PROGRAMME

Committal

(1) The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

(2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 9 February 2016.

(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Proceedings on consideration and up to and including Third Reading

(4) Proceedings on Consideration and proceedings in legislative grand committee shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which proceedings on Consideration are commenced.

(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

(6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and up to and including Third Reading.

(7) Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed.

ENERGY BILL [LORDS]: MONEY

(a) expenditure incurred under or by virtue of the Act by the Secretary of State; and

(b) any increase attributable to the Act in the sums payable under any other Act out of money so provided.
