FURTHER WRITTEN EVIDENCE SUBMITTED BY NAGALRO (CSWB 71)

THE CHILDREN AND SOCIAL WORK BILL - FURTHER ADDENDUM

In addition to our main evidence previously submitted on 4 January 2017 this is Nagalro’s additional evidence in relation to the clauses which have been recently published.

Nagalro is the professional association for Children’s Guardians, Family Court Advisors and Independent Social Workers. Its members represent the interests of children in the full range of both public and private family court proceedings and it is from the children’s perspective that we raise the following concerns.

Nagalro has just been made aware of a significant number of proposed new clauses (ie New Clauses 11 - 28 inclusive). Although not having the time to consider these clauses in detail the vast majority, if not all, appear, to have the potential to further the interests of a child or young person should they be accepted at the Public Bill Committee and subsequently form part of the Bill.

At this stage Nagalro would like to express its strong support in particular for New Clauses 17 (Pre-proceedings work / mandatory consideration of the offer of a Family Group Conference); New Clause 22 (The introduction of a new Placement Order in respect of a proposed Special Guardianship Order application) and New Clause 24 (extending the provision of legal aid to parents in specified situations).
