Bill read a second time.

5Counter-Terrorism and Border Security Bill: Programme

Motion made and Question put forthwith (Standing Order No. 83A(7)), That the following provisions shall apply to the Counter-Terrorism and Border Security Bill:

Committal

(1) The Bill shall be committed to a Public Bill Committee.

Proceedings in Public Bill Committee

(2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 17 July.

(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Proceedings on Consideration and up to and including Third Reading

(4) Proceedings on Consideration and any proceedings in legislative grand committee shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

(6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and up to and including Third Reading.

Other proceedings

(7) Any other proceedings on the Bill may be programmed.—(Paul Maynard.)

6Counter-Terrorism and Border Security Bill: Money

Queen’s Recommendation signified.

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Counter-Terrorism and Border Security Bill, it is expedient to authorise the payment out of money provided by Parliament of any amounts payable by the Treasury in respect of obligations incurred, under any agreement of reinsurance or guarantee, as a result of the amendments made by the Act to the Reinsurance (Acts of Terrorism) Act 1993.—(Paul Maynard.)

7Counter-Terrorism and Border Security Bill: Ways and Means

Motion made and Question put forthwith (Standing Order No. 52(1)(a)), That, for the purposes of any Act resulting from the Counter-Terrorism and Border Security Bill, it is expedient to authorise the charging of fees, under amendments made by the Act to the Road Traffic Regulation Act 1984, in connection with traffic regulation orders or notices made or issued for the purpose of protecting events or sites from risks associated with terrorism.—(Paul Maynard).

10High Speed Rail (West Midlands - Crewe) Bill

Mr Speaker laid upon the Table a Report from the Examiners of Petitions for Private Bills, as follows:

(1) The Secretary of State for Transport deposited a certificate in the Private Bill Office on 4 June 2018, pursuant to Standing Order 224A(5) and (8), stating that all the comments on the Supplementary Environmental Statement (SES) and the Additional Provision Environmental Statement (AP1 ES) relating to the High Speed Rail (West Midlands - Crewe) Bill, deposited on 26 March 2018, were received by the independent assessor by 25 May 2018;

(2) the Examiners have instructed the independent assessor to prepare the report required under SO224A(6)(a)(i) and (8) within 30 days, that is, by Monday 25 June 2018; and

(3) before setting the period in paragraph 2, the Examiners consulted the Secretary of State for Transport, pursuant to Standing Order 224A(6)(iv) and (8).
