Domestic Abuse Bill

Nagalro (the Professional Association for Children's Guardians, Family Court Advisers and Independent Social Workers) requests that the Committee consider the following :  

We apologise for this submission not bearing our official logo. Because of the very short time available, and the uncertainty as to which clauses the Committee might consider first we are initially submitting this short list of suggestions, which we believe will improve the Bill. We are attempting to deliver this to the Committee prior to its first sitting at 9:25 am on October 29th 2019 .  

Clause 2(2)( a)   We suggest that to avoid uncertainty, and potential  ambiguity,  the word ' parent' should be defined in the Bill .

Clause 11(4)   We suggest that a person with particular interest in the perspective of children be appointed to be a member of the Commissioner's Advisory Board. One suggestion might be the office of the Children's Commissioner for England (presently held by Anne Longfield OBE).

Clause 6(1 )  We suggest that the expression  ' must encourage ' is rather 'weak' . We suggest that the Commissioner should have 'more teeth '.

In general we request that the Committee consider though-out the Bill whether the welfare interests and protection of any children involved in domestic abuse situations are adequately addressed.
