Memorandum by the Department of the Environment for
ROAD TRANSPORT LICENSING (FEES) REGULATIONS
1. By a letter dated 19 March 1997 the Joint Committee on
Statutory Instruments has requested a memorandum on the following

September 1993. The increases provided for in this instrument
are required to achieve full cost recovery of the services provided
in relation to transport licensing and enforcement.
3. The functions, the costs of which are to be taken into
account by the Department in fixing such fees, and matters to
be taken into account in determining those costs, are specified
respectively in Part II of Schedule 1, and in Schedule 2, to the
Department of the Environment (Fees) Order (Northern Ireland)
1996 (S.R. 1996 No. 87).
4. In Great Britain, the recent introduction of the continuous
licensing system and a new basic structure for fees means it is
not possible to make a straight comparison with fees in Northern
Ireland. However, due to smaller fleet sizes, it is estimated
that fees for most Northern Ireland operators remain lower than
those for comparable operators in Greater Britain.
