  Parliamentary privilege—A message was brought from the Commons that they have come to the following resolution to which they desire the concurrence of this House: That it is desirable that a Joint Committee of both Houses be appointed to review parliamentary privilege and to make recommendations thereon.

  Parliamentary privilege—It was moved by the Lord Privy Seal (Lord Richard) that this House do concur with the Commons in their message of Thursday last, that it is desirable that a Joint Committee of both Houses be appointed to review parliamentary privilege and to make recommendations thereon; after debate, the motion was agreed to; it was ordered that a message be sent to the Commons to acquaint them therewith.

  Parliamentary privilege—It was moved by the Lord Privy Seal (Lord Richard) that the Commons message of yesterday be now considered and that a Select Committee of six Lords be appointed to join with the Committee appointed by the Commons, as the Joint Committee on Parliamentary Privilege, to review parliamentary privilege and make recommendations thereon;

  That, as proposed by the Committee of Selection, the Lords following be named of the Committee:

L. Archer of Sandwell
L. Mayhew of Twysden
L. Merlyn-Rees
L. Nicholls of Birkenhead
L. Waddington
L. Wigoder

  That the Committee have power to agree with the Commons in the appointment of a Chairman;

  That the Committee have leave to report from time to time;

  That the Committee have power to appoint Specialist Advisers;

  That the Minutes of Evidence taken before the Committee from time to time shall, if the Committee think fit, be printed and delivered out;

  That the Attorney General, the Lord Advocate, the Solicitor General and the Solicitor General for Scotland, being members of either House, may attend the Committee, may take part in deliberations, may receive Committee papers and may give such other assistance to the Committee as may be appropriate, but shall not vote or make any motion or move any amendment or be counted in quorum; the motion was agreed to, and a message was ordered to be sent to the Commons to acquaint them therewith.

  It was ordered that a Message be sent to the Commons to propose that the Committee appointed by them do meet with the Committee appointed by this House as the Joint Committee on Parliamentary Privilege at Eleven o'clock on Tuesday, 18 November next in Committee Room 4. (Agreed to by the Commons, 22 October).

  The Order of 27 October was discharged and it was ordered that a Message be sent to the Commons to propose that the Committee appointed by them do meet with the Committee appointed by this House as the Joint Committee on Parliamentary Privilege at half-past Ten o'clock on Tuesday 25 November in Committee Room 4. (Agreed to by the Commons,11 November).

Wednesday 30 July 1997

  Parliamentary privilege,—Ordered, That a Select Committee of seven Members be appointed to join with a Committee to be appointed by the Lords, as the Joint Committee on Parliamentary Privilege, to review parliamentary privilege and make recommendations thereon;

    That three be the Quorum of the Committee;

    That the Committee shall have the power to send for persons, papers, and records; to sit notwithstanding any Adjournment of the House; to report from time to time; and to appoint specialist advisers to supply information which is not readily available or to elucidate matters of complexity within the Committee's order of reference.

    That Mr Attorney General, the Lord Advocate, Mr Solicitor General and Mr Solicitor General for Scotland, being Members of either House, may attend the Committee, may take part in deliberations, may receive Committee papers and may give such other assistance to the Committee as may be appropriate, but shall not vote or make any Motion or move any Amendment or be counted in the Quorum;

    That Mr Joe Benton, Sir Patrick Cormack, Mr Bill Michie, Mrs Ann Taylor, Mr Paul Tyler and Mr Alan Williams be members of the Committee.

    Message to the Lords to acquaint them therewith.


  The Joint Committee was reappointed with the same terms of reference and membership inSession 1998-99 (Minutes of the House of Lords 7 December 1998, Votes and Proceedings of the House of Commons 26 November 1998) and appointed to meet on Tuesday 8 December 1998.
