  Please find for your information, the following resolution from University Ward Branch Labour Party in Leeds. It was passed in June 2002.

  "This Branch is very concerned that the recently published Communications Bill, which is to be enacted this Session of Parliament, opens the way for the Murdoch conglomerate to purchase a major shareholding in Channel 5 TV, in spite of this conglomerate's indictment in the USA on a charge of providing hackers with the code to get free access to all the former ITV Digital terrestrial digital TV channels, thus contributing to the latter organisation's collapse.

  On the prompting of a Branch member the Leeds Central MP asked the Secretary of State in a Parliamentary Question the 10 May 2001 if she would make a statement on the use of single channel 2MHz digital channels for community broadcasting. The essence of her reply was that, although technically feasible, these terrestrial digital TV channels would be illegal since no EU legislation existed for such cheap channels.

  The Branch strongly feels that this is now the case of "one law for the rich and another for the poor" and calls on our MP to strongly renew his efforts to get legislation and funding for such cheap channels."
