Memorandum from the Northern Ireland Office


1. The Committee considered the above instrument at its meeting on 22 April and requested the department to submit a memorandum on the following point:

The principal Regulations of 1988 have now been amended on ten occasions. In the light of this, indicate whether an early consolidation is planned.

2. We accept that a consolidation of the principal Regulations of 1988 is overdue.

3. The basic structure of police pensions across the United Kingdom has been under consideration for some time, and we have therefore been anticipating a major change (which may not be far off). Such United Kingdom-wide change will bring with it the need for either completely new Regulations or a substantive amendment and consolidation of the existing ones.

4. Taking all of this into consideration, we have reluctantly persevered with amendments to the principal Regulations of 1988 whilst awaiting the emergence of a national consolidation strategy. If, however, it became clear that a decision on a United Kingdom-wide revised structure for police pensions was to be delayed, we will undertake a consolidation of the principal Regulations of 1988.
