Memorandum from the Department for Transport
- The Committee has asked for a memorandum on the following point:
In a memorandum dated 19 November 2001, the Department for Transport, Local Government and the Regions informed the Committee that it had started work on consolidating the principal Regulations of 1981 although that task was unlikely to be completed before 2002. What progress has been made and when does the Department expect to complete this work?
- The work on this matter is being taken forward by the Department as part of a much larger review of road traffic subordinate legislation. The Department is still carrying out preparatory work on the redrafting of the 1981 Regulations together with work on Construction and Use and Type Approval of vehicles (on which the Department submitted a memorandum on 28th June 2002). The standards to which vehicles are tested under the 1981 Regulations are those in the Road Vehicles (Construction and Use Regulations) 1986.
- The Department accepts that there has been a substantial number of amendments to the 1981 Regulations and hopes to make good progress with the proposed revision and replacement of those Regulations during the next three years. For the time being, users of the legislation will need to rely on the consolidated version of the 1981 Regulations which is available from at least two publishers.
