Memorandum from the Intelligence and Security
Committee (DCB 32)
The Intelligence and Security Committee has
examined Clauses 15 and 16 of the draft bill and it has consulted
the Agencies in question. The Committee is content that these
two clauses are necessary to ensure that the Agencies, when conducting
activities that would otherwise be illegal in the UK, operate
with the authorisation of the responsible Secretary of State.
The Committee is content that the Intelligence Services Commissioner
is the proper person to keep these authorisations under review.
