Memorandum from the United Kingdom Atomic Energy Authority Constabulary (UKAEAC)

  To introduce myself, I am Ian Adams, a Chief Inspector in Operations Support with the United Kingdom Atomic Energy Authority Constabulary (UKAEAC).

  It is the statutory duty of the UKAEAC to protect nuclear material on behalf of the Government, both on nuclear licensed sites and in transit. The UKAEAC is authorised to use armed police officers in the protection of nuclear material.

  The UKAEAC has a National Policing Protocol and has Memoranda of Understanding with those Home/Scottish Office Police Forces responsible for policing the areas where the UKAEAC police civil nuclear licensed sites.

  It is thus that I ask whether the Chief Constable of the UKAEAC should be included within the Civil Contingencies Act 2004 as a Category One Responder?

  The Chief Constable has a duty to ensure that the contingency planning for policing serious incidents, including acts of terrorism at civil nuclear licensed sites are current and integrate with similar plans held by Home/Scottish office Forces. The UKAEAC contingency planning is complementary to that of the Nuclear site licensee, whose plans are part of the wider area contingency planning for all major responders.

  The Chief Constable of the UKAEAC also has a duty to comply with the Government Regulatory requirements (the Office for Civil Nuclear Security) in relation to the security and protection of civil nuclear sites and nuclear material in production, storage and transit. The protection of the civil nuclear sites is pro-active and in liaison with Home/Scottish office Police Forces as detailed in the National Policing Protocol and the Memoranda of Understanding.

  Further, the Department of Trade and Industry's recent Quinquennial Review of the UKAEA set out a recommendation for the transfer of the Constabulary to a statutory police authority in line with the changes brought about with the introduction of the Nuclear Decommissioning Authority.
