Joint Committee On Human Rights Eighth Report

Housing (Overcrowding) Bill

29. The Housing (Overcrowding) Bill,[41] introduced by Mr Andrew Love MP, published with Explanatory Notes prepared by Mr Love, would amend the Housing Act 1985, redefining overcrowding to set a new standard for the number and size of bedrooms and for the space available in accommodation as a whole. The Bill would help to ensure that the law in England and Wales would more fully protect the right to adequate housing under ICESC Article 11.1.

Bills which engage human rights

30. The Bills noted in paragraphs 31 to 45, below, engage human rights, but do not appear to us to give rise to serious difficulties of justification such that they require to be drawn to the attention of either House at this time.
