EVIDENCE ON DRAFT CHARITIES BILLCLAUSE

This charity has its accounts independently
examined. We welcome the extension of independent examination
to charities handling up to £500,000 of income and we agree
that it makes sense for examiners of larger charities to have
a relevant qualification.
However, we are concerned that even people who
have been admitted to the Association of Charity Independent Examiners
with an unlimited domain of competence have not been included
in the Bill. As our income rises in the future we could be placed
in the position of being forced to turn to a firm of accountants
who may not be charity specialists to act as Independent Examiner.
We would much prefer to have the option of keeping an existing
Independent Examiner, providing they had obtained the MACIE qualification
with the maximum domain of competence. To get this qualification,
we would know that they had to demonstrate extensive knowledge
of the Charities Statement of Recommended Practice and the duties
of Independent Examiners.
We hope that the Committee will propose amending
clause 2 accordingly.
