Joint Committee on the Charities Bill

Please find enclosed some comments and observations on the draft Charities Bill. This letter and enclosures were sent by e-mail today to scrutiny@parliament.uk.

These comments were gathered at two workshops that Mazars ran for trustees and finance directors of local charities in both Huddersfield and Manchester in June 2004.

We gave a presentation on the draft bill and allowed time for discussion in small groups, focussing around the eight topics for consideration by the Joint Committee. We did not attempt to put any "steer" on the discussion, but sought to find the views of the sector. The two workshops were attended by 87 delegates from charities in the Manchester / Yorkshire area, mostly in the range of £1m to £10 income. The attendees included our own audit clients, plus other charities who had responded to our invitations.
