Joint Committee on the Draft Charities Bill Written Evidence

DCH 220 SAMARITANS Carlisle Branch

June 2004

Dear Ms Graham

Evidence on Draft Charities Bill — Clause 22

This charity has its accounts independently examined. We welcome the extension of independent examination to charities handling up to £500,000 of income and we agree that it makes sense for examiners of larger charities to have a relevant qualification.

However, we are concerned that even people who have been admitted to the Association of Charity Independent Examiners with an unlimited domain of competence have not been included in the Bill. As our income rises in the future we could be placed in the position of being forced to turn to a firm of accountants who may not be charity specialists to act as Independent Examiner. We would much prefer to have the option of keeping an existing Independent Examiner, providing they had obtained the MACIE qualification with the maximum domain of competence. To get this qualification, we would know that they had to demonstrate extensive knowledge of the Charities Statement of Recommended Practice and the duties of Independent Examiners.

We hope that the Committee will propose amending clause 2 accordingly.

Yours Sincerely

Maxine Bodell
