GENERAL CODE OF CONDUCT REMOTE BETTING &
CASINO GAMING OPERATORS
The Association of British Bookmakers (ABB)
has developed this code of conduct for members operating remote
gambling services. Due to the nature of remote gambling it is
not sufficient for members to satisfy only themselves of the integrity
and fairness of their operations. It is necessary to demonstrate
their integrity and fairness to both the regulatory authorities
and the betting public, in order to create the climate of trust
needed for the industry to prosper. The ABB believes that by adopting
this code of conduct, together with its code for social responsibility
and good practice, members will be going a long way to providing
the assurances required by Government, the regulatory authorities
and, above all, the paying customer.
1. APPLICABLE
REGULATION
ABB membership is open to all retail and remote
bookmakers that have a base of operations in Great Britain. All
ABB members are required to abide by the laws of Great Britain
and meet the requirements of its regulatory authorities.
ABB members are required to hold a bookmaker's
permit as defined in the Betting, Gaming and Lotteries Act, 1963.
In the event that a member has a permit revoked, its membership
of ABB will be summarily terminated.
2. FOREIGN JURISDICTIONS
ABB members in developing their individual commercial
strategies, will decide from which foreign jurisdictions they
will accept business.
3. TERMS OF
BUSINESS
ABB members' terms of business will be clearly
displayed on their websites. Prior to conducting business with
an ABB member, a customer will be required to confirm that he
has read and accepts the member's terms of business.
4. SECURITY
OF CUSTOMER
FUNDS
ABB members will hold all customer account balances
in separate bank accounts that are protected from general creditors
in the event of the bankruptcy of the member. Members will also
take all reasonable steps to ensure that sufficient liquid funds
are always available for the payment of customer winnings.
5. MONEY LAUNDERING
ABB Members will implement the required monitoring
and reporting systems in order to comply with money laundering
legislation.
6. PRIVACY &
SECURITY OF
CUSTOMER INFORMATION
ABB members will abide by the data protection laws
of Great Britain. Members are required to have a privacy policy
that sets out the information that it collects about its customers
and how that information is used. Prior to conducting business
with an ABB member, a customer will be required to confirm that
he has read and accepts the member's privacy policy.
7. ADVERTISING
AND PROMOTION
ABB members' advertising and promotional activities
will conform to the applicable laws and regulations of the Government
and regulatory authorities of Great Britain, including those issued
by the Independent Television Commission and the Advertising Standards
Authority.
8. RANDOM NUMBER
GENERATED (RNG) EVENTS
For all RNG events, ABB members will separately
and individually engage the services of a reputable third party
to provide regular assurance of the accuracy, fairness and integrity
of its gaming system.
9. DISPUTE RESOLUTION
ABB members are required to register with the
Independent Betting Arbitration Service and abide by its decisions.
10. PROTECTION
OF MINORS
ABB members will take all reasonable steps to
ensure that persons under the age of eighteen years do not use
their betting services.
11. SOCIAL RESPONSIBILITY
ABB members will abide by the association's
Social Responsibility & Good Practice code.
12. BREACHES
OF THE
CODE OF
CONDUCT
The ABB Council will investigate reported breaches
of this code of conduct. Members that are found to be in breach
are liable to have their membership suspended until such breach
is rectified, or terminated in more serious instances.
