  Q1600  Chairman: That is a perfect introduction to the question I feel I must put to Mr Graham which is that if the National Lottery Commission were abolished, would you feel capable through your ASA codes of doing precisely what Mr Brown implies, that you could regulate the Lottery?

  Mr Graham: I think responsibly I would have to go away and think about that because it is quite a big undertaking. Our system does respond to whatever developments in media and in advertising take place. I do not think we have ever said no, we cannot do something, so the answer would probably be yes but it is not something I have thought about.

  Mr Brown: I think it would only be the advertising bit because there is a twice weekly draw which comes under programme restrictions, so abolishing the National Lottery Commission and thinking about the ASA and Ofcom is only one very small part of the Lottery because there is a much bigger dimension which somebody else would have to take part in.

  Q1601  Chairman: We are very conscious of that and up to now that is where our focus has been directed. Before I thank you for coming, is there any other comment that you might wish to make to the Committee? I think we have exhaustively covered the various issues that appeared to us to be important from your submissions.

  Mr Brown: Not from me, thank you.
