51.  Memorandum from Les Croupiers Casino Ltd (GMB 51)

  1.  The Scrutiny Committee will have received a Submission prepared by the British Casino Association (BCA), dated June 2004. Les Croupiers Casino Ltd is a member of the British Casino Association.

  2.  The British Casino Association submission at paragraph 9.2 recommends that the small licence category be kept in reserve until the consequences of the Gambling Bill have been assessed.

  3.  Les Croupiers Casino Ltd does not concur with the recommendation at paragraph 9.2.

  4.  We believe a consequence of holding the Small Casino licence category in reserve may be to deny entry to the casino market by independent casino operators, and would therefore be anti-competitive.

  5.  We submit that the three categories of casino premises licence, Small, Large & Regional, remain as proposed, and that each category become active upon implementation of the new Gambling Act.

  6.  The Committee is asked to consider the above comments when preparing its recommendations to Government.
