1.  BRAMALL LANE, SHEFFIELD

  The £80 million scheme that LVSI has developed with Sheffield United FC will dwarf other regeneration projects in the city. On top of nearly 2,500 jobs, the new Bramall Lane development, anchored by the casino entertainment complex will create affordable housing, a 120-room hotel, disabled amenities, conference facilities, a tennis centre, and not least a secure income stream for Sheffield United Football Club. The casino complex itself will feature a wealth of nongaming activities including broadcast venue, a sports themed bar and lounge, numerous other restaurants, an official SUFC kit store and other shopping activities, In addition, the complex will be integrated with the hotel meeting facilities and athletics centre at the site.

  Local Sharrow and Sheaf Valley residents will be trained for the construction, hotel, retail and leisure jobs created, giving them new skills and employment opportunities:

  Benefits to Sheffield as supported by a Gaming Complex of 2,100 gaming machines.

    —  2,000 full-time jobs and 450 construction jobs created;

    —  A new eight-storey hotel with 120 bedrooms and 24 apartments;

    —  Low-cost housing scheme/student village, with 140 accommodation units and dedicated car parking;

    —  For disabled fans, a new stadium stand and parking;

    —  A tennis and athletics centre;

    —  Premium quality retail and dining outlets;

    —  A state-of-the-art leisure, entertainment and gaming complex, including a casino, operated by LVSI;

    —  Direct economic impact in local taxes, training, increased business for local vendors;

    —  Indirect economic impact to associated local suppliers of goods and services; and

    —  Induced economic impact or multiplier effect of employment and income.

  SUFC Chairman Kevin McCabe also expects the development to regenerate the surrounding area:

    "We are creating something exceptional that will regenerate this part of Sheffield. The partnership with Las Vegas Sands provides a fantastic opportunity for Sheffield to benefit from world-class leisure, entertainment facilities and gaming facilities so close to the heart of the city. This project could underpin not only the future of a historic club but also deliver real wealth and prosperity to Sharrow and the Sheaf Valley."[16]

  The quantum of associated community focused development, as well as the breadth of nongaming entertainment planned in this project is underpinned by a casino designed with a capacity of 2,100 gaming machines. While we are confident that a project of reduced scope can yet be delivered at the Government's recommended limit of 1,250 machines, we are in the process of working with Sheffield United Football Club to comprehensively reassess the potential scope of both the casino and the total development.

2.  IBROX GENERATION PLAN, GLASGOW

  £120 million is to be invested on redeveloping the land opposite Rangers' Ibrox Stadium. This bold initiative with LVSI is Rangers' response to an invitation from Glasgow City Council to develop a proposal to enhance the local Ibrox area.

  The Ibrox Regeneration Masterplan incorporates new leisure, sporting and healthcare facilities, including a hotel and a high-quality and affordable residential scheme to regenerate the local area, creating over 2,000 jobs at the gaming complex alone. The complex itself features a community football and multipurpose practice pitch with facilities, a Rangers FC superstore prominently fronting on Edmiston Drive across historic Ibrox Stadium, and a collection of diverse restaurants, bars and entertainment venues that animate the casino with activities that complement the gaming. The project, in addition to catalyzing further economic development in the Ibrox area of Glasgow, will support Rangers FC economically.

  Benefits to Glasgow and the Ibrox area as underpinned by a Gaming Complex of 2,200 gaming machines:

    —  Creation and training of over 2,000 full-time jobs at the gaming complex alone;

    —  Hotel and conference facilities;

    —  Affordable flats with dedicated parking;

    —  A 38,000 sq foot community sports facility, including a large, multi-purpose pitch;

    —  A new Rangers FC Superstore integrated into the gaming complex;

    —  A healthcare centre;

    —  A 19,000 sq foot health and fitness club;

    —  New shopping and destination restaurants , bars and lounges integrated into a world-class gaming facility operated by LVSI;

    —  Direct economic impact in local taxes, training, increased business for local vendors;

    —  Indirect economic impact to associated local suppliers of goods and services; and

    —  Induced economic impact or multiplier effect of employment and income.

  Rangers' Chairman John McClelland foresees benefits both for Rangers and the local community:

    "Social habits are changing and we wish to be the leader in recognising that factor. This is a revolutionary masterplan, which will enhance the local community greatly. We are also interested in diversifying the Rangers brand into leisure activities."

  The Ibrox Regeneration Masterplan is anchored by a gaming facility that has been designed to meet the projected demand of the Glasgow conurbation, featuring 2,200 gaming machines. LVSI has worked closely with Glasgow City Council and Rangers FC to develop the spectrum of community development and regenerative elements in the Ibrox Regeneration Masterplan, and remains committed to delivering the maximum scope of community, regenerative, and nongaming entertainment benefits to Glasgow. However, it is unlikely that the total ambitions of the plan will be realized given a limited gaming machine capacity of 1,250.
