1.1 We have reported on the Asylum and Immigration
(Treatment of Claimants, etc.) Bill in our Third, Fifth, Thirteenth
and Fourteenth Reports of this Session. The Third Report contains
our preliminary consideration of the Bill and a letter from the
Chair to the Home Office.[1]
The Fifth Report contains the response, from the Home Secretary,
and further consideration in light of it.[2]
The Thirteenth and Fourteenth Reports comment on major amendments
introduced by the Government at the Committee and Report stages
respectively in the Lords.[3]
1.2 We have subsequently received one letter from
the Minister of State for Citizenship, Immigration and Nationality
in the Home Office, Des Browne MP, dated 5 July, and another from
the Parliamentary Under Secretary of State, Department of Constitutional
Affairs, Lord Filkin, dated 5 July, in relation to our Thirteenth
Report. We have also received a further letter from the Citizenship,
Immigration and Nationality Minister, dated 9 July, on our Fourteenth
Report. These are published in Appendix 1.
1.3 The Bill raised many issues with relation to
compliance with Convention rights, and other international agreements
such as the Refugee Convention. Given the late stage which the
Bill has now reached, we make no further comment on the Government's
responses, but use this report to place them on the public record.
