3.1 We have reported previously on the Housing Bill in our Eighth, Tenth and Twentieth Reports of this session. On 21 October 2004 the Minister wrote to us commenting on a point we raised in relation to clause 207 (then clause 185) in our Eighth Report concerning the disclosure of information to registered social landlords for the purposes of section 1 of the Crime and Disorder Act 1998.[139]

3.2 In our Twentieth Report, we noted the recent decision of the European Court of Human Rights in Connors v UK, which found that the summary eviction of a family from a local authority gypsy caravan site breached Article 8 ECHR. We wrote to the Office of Deputy Prime Minister, suggesting that amendments be introduced to the Housing Bill to rectify this incompatibility.[140] The Rt Hon Keith Hill MP replied to our letter on 1 November 2004, noting that amendments had been made to the Bill at report stage in the House of Lords, which seek to establish security of tenure on county council gypsy and traveller sites. We welcome these amendments. We publish the Minister's letter as an Appendix to this report.[141]
