9 Private Members' Bills

9.1 We consider that the following Private Members' Bills do not give rise a significant risk of incompatibility with Convention rights and do not require to be drawn to the attention of either House on human rights grounds:

a)  Carers (Equal Opportunities) Bill,[44]

b)  Civil Service Bill,[45]

c)  Christmas Day (Trading) Bill,[46]

d)  Gangmaster (Licensing) Bill,[47]

e)  Health and Safety at Work (Offences) Bill,[48]

f)  Highways (Obstruction by Body Corporate) Bill,[49]

g)  Telecommunications Masts (Registration) Bill,[50]

h)  Town and Country Planning (Telecommunications Masts) Bill,[51]

i)  Wild Mammals (Protection) (Amendment) (No. 2) Bill.[52]

9.2 The Human Rights Act 1998 (Making of Remedial Orders) Amendment Bill [HL][53] would enhance protection for human rights by allowing legislation which has been held by a court to be incompatible with a Convention right under the Human Rights Act 1998 to be more speedily amended by way of a remedial order, as explained in the letter from our Chair to the Leader of the House of Lords, reproduced as Appendix 7 below.
