The Committee deliberated.

Draft Report [Scrutiny of Bills: Fourth Progress Report], proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1.1 to 8.2 read and agreed to.

Summary brought up and read a first time.

Ordered, That the Summary be read a second time, paragraph by paragraph.

In the Summary, the first paragraph was read as follows:

"The Joint Committee on Human Rights examines every Bill presented to Parliament. With Government Bills its starting point is the statement made by the Minister under section 19 of the Human Rights Act 1998 in respect of its compliance with Convention rights as defined in that Act. However, it also has regard to the provisions of other international human rights instruments which bind the UK."

Amendment proposed, to leave out the last sentence of the paragraph and insert in its place the following sentence: "However, it also has regard to the provisions of other international human rights instruments agreed by Royal Prerogative which, subject to the sovereignty of Parliament, bind the UK.".—(Mr Richard Shepherd.)
