The Committee has considered the instruments set out in the Annex to this Report and has determined that the special attention of both Houses does not require to be drawn to any of them.

5. Two memoranda from the Department of Trade and Industry in connection with the draft Uranium Enrichment Technology (Prohibition on Disclosure) Regulations 2004 are printed at Appendix 5. The first memorandum was in connection with a version of the draft which was subsequently withdrawn, but which was, in all material respects apart from date of commencement, in the same form as that now before both Houses.

6. A memorandum from the Department for Constitutional Affairs in connection with the Collection of Fines (Pilot Schemes) (Amendment) Order 2004 (S.I. 2004/1406) is printed at Appendix 6.
