Resolved, That the special attention of both Houses be drawn to the Land Registration Fee Order 2003 (S.I. 2003/2092) on the grounds that there has been an unjustifiable delay in laying the instrument before Parliament and in notifying the Lord Chancellor and the Speaker of the House of Commons that the instrument has come into force before it was laid; that there has been a failure to comply with section 4(2)(b) of the Statutory Instruments Act 1946 in respect of the instrument and there is a doubt as to whether certain provisions of the instrument are intra vires.
