5.1 The Committee draws the special attention of both Houses to these Rules on the ground that the copies laid before Parliament and supplied to the Committee were incomplete.

5.2 The Schedule to each of these Rules prescribes, respectively, the form of a legal aid certificate for diversionary youth conferences and the form of a statement of means of an applicant for legal aid for such conferences. In the copies laid before Parliament and supplied to the Committee the Schedule to each instrument contained the title of the form plus the words "[Set out draft for the proposed new form]".

5.3 In a memorandum printed at Appendix 5, the Department for Constitutional Affairs states that the omission of the form from the Rules laid before Parliament and sent to the Committee was the result of an administrative error, and that correct copies have now been substituted for those originally laid.

5.4 The Committee accordingly reports these Rules on ground that incomplete copies were laid before Parliament and supplied to the Committee. The Committee reminds departments of the need to put in place and operate arrangements to ensure that such errors do not occur.
