Lord Lester of Herne Hill declared a non-pecuniary interest as an adviser to the Secretary of State for Justice on the meaning of public authority in the Human Rights Act, and withdrew.

Draft Report [Legislative Scrutiny: Health and Social Care Bill], proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1.1 to 1.45 read and agreed to.

Annex read and agreed to.

Summary read and agreed to.

Several Papers were ordered to be appended to the Report.

Resolved, That the Report be the Eighth Report of the Committee to each House.

Ordered, That the Chairman make the Report to the House of Commons and that Baroness Stern make the Report to the House of Lords.
