2 Bills still under scrutiny
6. Three Bills which will be carried over into
the new session are still under scrutiny by us: the Children and
Families Bill, the Marriage (Same Sex Couples) Bill and the Energy
Bill.
CHILDREN AND FAMILIES BILL
7. The Children and Families Bill is currently
in Public Bill Committee. The Bill was introduced on 4 February.
We received a Human Rights Memorandum on 22 February. We wrote
to the Government on 13 March about Parts 3 and 5 of this Bill,
concerning, respectively, Special Educational Needs and the Children's
Commissioner, requesting a reply by 26 March.[7]
8. We will also be scrutinising Parts 1 and 2
of the Bill concerning adoption and family justice. We intend
to report on the Bill before Report Stage in the Commons.
MARRIAGE (SAME SEX COUPLES) BILL
9. The Marriage (Same Sex Couples) Bill completed
its Committee Stage on 2 March and is awaiting a date for Report
Stage. The Bill was introduced on 24 January. We received a Human
Rights Memorandum on 8 February. We wrote to the Government about
the Bill on 20 March, requesting a reply by 15 April.[8]
10. We intend to take oral evidence in relation
to certain aspects of the Bill during April, with a view to reporting
on the Bill, if possible, before Report Stage in the Commons,
or at least before Second Reading in the Lords.
ENERGY BILL
11. The Energy Bill completed its Committee Stage
in the Commons on 7 February and is currently awaiting Report
stage. The Bill was introduced on 29 November 2012. We received
a Human Rights Memorandum on 18 February.
12. As a result of our consideration of the Human
Rights Memorandum, we are writing to the Government in relation
to two specific aspects of the Bill and we intend to report before
the Bill's Report Stage in the Commons, or before Second Reading
in the House of Lords.
