1.The Committee has asked the Department for Environment, Food and Rural Affairs for a memorandum on the following point:
Explain why this instrument was not made in time to ensure that enforcement powers were in place to implement EU Regulation 2017/625 in relation to plant protection products from the day the EU Regulation became directly applicable in the United Kingdom or soon thereafter.
2.Policy issues were identified at a very late stage in relation to the implementation of EU Regulation 2017/625 for plant protection products, so it was not possible to make these Regulations at the time the EU Regulation came into force. Work was done to resolve those issues, and these Regulations were made as quickly as possible.
3.It is regrettable that the Regulations were delayed.
