House of Lords - Staff Handbook 2004 Thirteenth Edition

APPENDIX B:

MEDICAL AND FIRST AID FACILITIES: PROCEDURE IN AN EMERGENCY

Medical Room

1. The Medical Room is in the House of Commons next door to the Members' Families Waiting Room at the north-west corner of the Lower Waiting Hall (just off the Central Lobby).

Nurse

2. A Nurse is on duty in the Palace of Westminster on weekdays as follows:
On sitting days:
Monday to Thursday 10 a.m. to 6 p.m.
Friday 9 a.m. to rising of the House (whichever House rises later) or 3 p.m., whichever is the earlier.
On non-sitting days: As required. Details of availability may be obtained from Security Control (extension 5311).
3. The Nurse may always be contacted during duty hours either in the Medical Room (extension 5103) or by means of her pager through Security Control (extension 5311).

First Aiders

4. Certain members of staff of both Houses hold current First Aid Certificates. They are listed on the green sheets in the front of the Palace of Westminster internal telephone directory. Some Police Officers and Security Officers are likewise qualified. All firefighters are trained in first aid.

Doctors

5. Certain Members of the two Houses of Parliament are qualified medical practitioners and, when in the precincts, are normally available to help with emergencies. It may, however, take some time to locate one of them. A call for an ambulance (see paragraph 6) may well be the quickest means of obtaining professional medical assistance. On sitting days the closed circuit television annunciator system may be used by Security Control to contact a doctor from 10 a.m. until the rising of the House.

Ambulance

6. In the event of an ambulance being required, Security Control (extension 3333) must be notified. They will make the necessary arrangements and also page the Nurse.

Defibrillators

7. Defibrillators are located in Peers Lobby, Millbank House and 7 Old Palace Yard and may be used in emergencies by medical personnel and trained members of staff, who include all attendants and doorkeepers.
