Council of Europe Conventions and Legal Instruments Not Ratified by UK

Lord Finsberg asked Her Majesty's Government:

    Whether they will publish in the Official Report the information given in a letter of 23rd May from Baroness Chalker of Wallasey to Lord Finsberg, which was placed in the Library of the House.

Transfer of Corpses: Council of Europe Agreement

Lord Finsberg asked Her Majesty's Government:

    Whether it is their intention to sign the 1973 Council of Europe agreement on the transfer of corpses; and, if not, why not.

Baroness Chalker of Wallasey: We have no plans to sign the agreement at present, as it requires the nomination of a "competent authority of the State of departure" to issue laissez-passer for the corpses. There is no appropriate person or organisation who could easily act in this capacity in the UK. We already have a well established chain of responsibility for the disposal of the dead, from the doctor, to the Registrar of Deaths and, if required, to the Coroner. We therefore believe that if we signed up to the agreement it would lead to more bureaucracy, resulting in added delay and further distress to the bereaved families.

Georgia: UK Assistance

The Earl of Sandwich asked Her Majesty's Government:

    What is their response to the humanitarian needs in Georgia; what contacts they have made with the churches and non-governmental organisations active there; and to what effect.

Baroness Chalker of Wallasey: Britain's direct emergency assistance to Georgia began in March 1993. Grants totalling over £6.1 million have supported UN agencies and non-governmental organisations in a range of humanitarian aid initiatives. In February/March the United Nations Department of Humanitarian Affairs invited donors to attend an assessment mission of the area and to meet NGOs. The ODA sent a team of specialists to participate. Their recommendations led to grants worth over £1 million to worthy projects and effective operators. A further monitoring visit is planned.
