Lord Williams of Elvel: My Lords, before the noble Earl sits down, can he say whether he expects an announcement on the future replacement of "Britannia", if any, to take place before 1st May 1997?
Earl Howe: My Lords, I should like very much to give an indication to the House as to when a decision might be taken. Unfortunately, I think it would be somewhat rash of me to do so. These are very complex matters, as I indicated, and there are a great many government departments and Ministers looking at this question. While it might be desirable to do so, I can unfortunately give no promises.
