Lord Harlech asked Her Majesty's Government:
Viscount Goschen: We have received some 250 responses to the document and these are being considered very carefully and the issues involved will be analysed extensively. Until that work is complete there can be no decision on altering the present general
maximum lorry weight. But the separate proposal put forward in the consultation document to allow lorries engaged in piggyback road/rail operations to operate at up to 44 tonnes, if they have six axles and road friendly suspension, has been generally welcomed as a measure to get more long distance freight on to rail. We have therefore asked officials to proceed with the necessary consultation on draft regulations to put this into effect. Subject to the outcome of that consultation, we expect the regulations to be laid shortly. This decision is independent of the outcome of the Government's consideration of the general maximum lorry weight.
The Earl of Sandwich asked Her Majesty's Government:
How many special schools for emotionally and behaviourally disturbed children have been closed since 1985; what are their names and locations; and what are the reasons for their closure.
The Minister of State, Department for Education and Employment (Lord Henley): Since 1 January 1996, 18 special schools for Emotionally and Behaviourally Disturbed (EBD) children have closed. Information about these is given in the table below. In the same period 11 EBD special schools have opened (three LEA maintained and eight independent schools). Information about all closures between 1985-1995 and about the reasons for closure could only be provided at disproportionate cost; but, if the noble Lord wishes to enquire about individual schools, the department will gladly make the information available.
There is evidence from research and inspection on the factors making for successful schools of this kind. My department and the Office for Standards in Education are considering with other interested parties how best to make this information more widely known.
