13. MAXIMUM DESIGN SPEED OF WHEELED AGRICULTURAL OR FORESTRY TRACTORS (5386/96)

5386/96 - Amended proposal for a Directive on the maximum design speed of wheeled agricultural or forestry tractors

  The above amended proposal was considered today by Sub-Committee B, to whom it was sifted for scrutiny. The Sub-Committee was interested to note that a European Parliament amendment to the original proposal (8165/96), which would have introduced harmonised standards for tractors with maximum design speeds in excess of 40 kph, has been rejected by the Commission. As you will recall from previous correspondence,[8] the Sub-Committee supports the extension of Community type-approval to these faster vehicles, and for that reason it strongly endorses the position expressed in paragraph 4 of your Explanatory Memorandum of 19 February.

  This letter lifts the scrutiny reserve. I would be grateful if you could let me know in due course what success you have during forthcoming negotiations in persuading the Commission and other Member States of the merits of the approach outlined in your EM.
