John Hobcraft, Professor of Population Studies at the London School of Economics, and Dr. Neil Price, Senior Lecturer at the Centre for Development Studies, University of Wales, were engaged as experts from outside the Government in order to provide independent advice to the Overseas Development Administration.

Lord Whitty: Professor John Hobcraft has provided independent advice to the Government on population matters since 1974, but was never an employee of the Overseas Development Administration (ODA).
