Lord Avebury asked Her Majesty's Government:
The Parliamentary Under-Secretary of State, Home Office (Lord Williams of Mostyn): As Presidency of the European Union, we are proposing a programme of action on the Dublin Convention. We expect this to include a commitment by member states to seek to agree a common approach on the application of Article 9 of the convention.
Lord Lester of Herne Hill asked Her Majesty's Government:
Lord Williams of Mostyn: The information requested is given in the table. The information has been compiled from data held on the Prison Service's PERSONNEL database. This does not include information on all staff in the Senior Civil Service. Nor does it include information in respect of those staff, comprising some 9 per cent of the total, in respect of whom no ethnic origin is recorded.
What proposals they are making, as holders of the Presidency of the European Union, for interpretation of Article 9 of the Dublin Convention, which provides flexibility to take account of an asylum seeker's family ties in other member states when determining responsibility for examining an application.[HL1330]
What proportion of the staff of the Prison Service, at each level, is of Afro-Caribbean ethnic origin.[HL1292]
