Lord Avebury asked Her Majesty's Government:
Baroness Hayman: The figures for the January 1998 count of gypsy caravans will be published shortly. Copies of the figures, together with a copy of the list of local authority gypsy sites at 1 January 1998, will be placed in the Libraries of both Houses as soon as they become available.
Lord Stoddart of Swindon asked Her Majesty's Government:
Whether the principle of non-discrimination as laid down by Article 48(3) of the treaty establishing the European Community can be invalidated permanently by a derogation.[HL1445]
The Parliamentary Secretary, Ministry of Agriculture, Fisheries and Food (Lord Donoughue): Article 48(3) of the EC treaty concerns freedom of movement of workers.
The system of national quotas under the common fisheries policy applies without discrimination to all member states and does not invalidate the treaty.
Lord Jenkins of Putney asked Her Majesty's Government:
The Minister of State, Department of Trade and Industry (Lord Simon of Highbury): The environmental and regulatory requirements which an owner of spent nuclear fuel should take into account in deciding between the various options for its management would include those which he would expect the relevant regulator to apply to them under the provisions of the Nuclear Installations Act 1965, the Health and Safety at Work etc. Act 1974, the Radioactive Substances Act 1993 and any other relevant legislation.
