CJD Deaths

Lord Avebury asked Her Majesty's Government:

    What was the number of deaths from Creutzfeldt-Jakob disease in each of the years 1980 to 1997 inclusive recorded on death certificates and collated under the relevant International Classification of Diseases in the statistics published by the Office of Population, Censuses and Surveys.[HL 1847]

In the absence of the Director of the Office for National Statistics (ONS), I have been asked to reply to your parliamentary question on the number of deaths from Creutzfeldt-Jakob disease.

The information requested for the years 1980 to 1996 inclusive is published in the ONS (formerly the Office of Population, Censuses and Surveys) annual reference volume Mortality Statistics: cause, England and Wales, series DH2, nos. 7-23, copies of which are available in the House Library. The data are shown in the attached table.

Gibraltar: Trade Figures

    Whether they will list the total value of exports and imports in the United Kingdom's trade with Gibraltar in each of the last 10 years.[HL1935]

Romania, Moldova and Ukraine: Trade Figures

Lord Hylton asked Her Majesty's Government:

    What was the total of British exports and imports in each of the last three years in relation to (a) Romania; (b) the Republic of Moldova; and (c) the Ukraine.[HL1880]

Boards of Visitors: Annual Reports

Lord Avebury asked Her Majesty's Government:

    Whether, in accordance with their policy of open government, they will require all boards of visitors of Her Majesty's prisons in England and Wales to publish their annual reports.[HL 1833]

The Parliamentary Under-Secretary of State, Home Office (Lord Williams of Mostyn): Each board of visitors has a statutory duty under Prison Rule 97 to report annually to the Home Secretary on the state of the prison and its administration and include advice and suggestions as it considers appropriate.

The majority of boards do not publish their annual reports, although they are advised by the Secretariat that Ministers are keen for them to do so. Approximately one-third of boards have indicated an intention to publish their reports for 1997. The release of the report is solely at the wish of the board.

The Government are currently evaluating responses to their consultation paper Opening up Quangos, which proposes, inter alia, that all advisory and executive Non Departmental Public Bodies should produce and make publicly available an annual report.

If appropriate, the Government will therefore consider with boards of visitors how these proposals might be introduced for all boards.

Treaty on European Union: K4 Committee

Lord Stoddart of Swindon asked Her Majesty's Government:

    What is their policy with regard to public access to documents relating to the work of the Committee of Officials authorised by Article K4 of the Treaty on European Union.[HL2017]

Lord Williams of Mostyn: I regret the reply which I gave on 11 May to the noble Lord's earlier question on this subject (WA 99) contained an inaccuracy. The European Council has not given its approval to making available the agendas of meetings of the K4 Committee and consequently no such work is in progress. I apologise to the noble Lord for this inaccuracy.

ACPO Ltd

The Earl of Haddington asked Her Majesty's Government:

    On what dates the following members of the Association of Chief Police Officers of England, Wales, and Northern Ireland (ACPO): (a) Raymond White, Chief Constable of Dyfed Powys Constabulary, and President of ACPO; (b) John Frederick Newing, Chief Constable of Derbyshire Constabulary, and Vice President and President Elect of ACPO; (c) John Michael Hillier, Director of Administration, West Midlands Constabulary; (d) John Stanley Evans, Chief Constable, Devon and Cornwall Constabulary; (e) Keith Anthony Portlock, Deputy Chief Constable, Leicestershire Constabulary; (f) David John Wyrko, Deputy Chief Constable, Devon and Cornwall Constabulary; (g) Steven Charles Pilkington, Chief Constable, Avon and Somerset Constabulary;

    (h) David Cecil Blakey, Chief Constable, West Mercia Constabulary; and (i) Sir Paul Leslie Condon, Commissioner, Metropolitan Police, (i) made applications to their police authority, requesting consent in advance to be directors of ACPO Ltd; (ii) were given advance consent by their police authority to be appointed as directors of ACPO Ltd; (iii) were appointed directors of ACPO Ltd; (iv) submitted their names to ACPO Ltd for nomination to be directors; (v) notified Companies House of their appointment to ACPO Ltd; (vi) had their notifications of appointment rejected by Companies House; and (vii) resubmitted their notifications of appointment to Companies House; and whether they will place evidence of these actions and dates in the Library of the House; and[HL1903]

    What reasons the directors of ACPO Ltd gave for not notifying Companies House of their appointments within 14 days as required by law; and[HL1904]

    Whether the directors of ACPO Ltd. are being considered for prosecution for non-compliance with the Companies Act in respect of (a) their appointments as directors of ACPO Ltd and (b) the contents of their Memorandum and Articles of Association; and[HL1905]

    What steps Companies House are able to take to ensure that the directors of ACPO Ltd comply fully with the disclosure requirements of Companies Act Form 288a; and[HL1906]

    Whether the nine members of ACPO who became directors of ACPO Ltd informed their respective police authorities that ACPO was a limited company; and[HL1907]

    Why the Chief Police Officers' Staff Association (CPOSA) has been established; and why and on what authority ACPO or ACPO Ltd has donated monies to the CPOSA.[HL1908]

Lord Williams of Mostyn: The Association of Chief Police Officers of England, Wales and Northern Ireland (ACPO) is not part of the Home Office, nor is it accountable to the Secretary of State for the Home Department. Its incorporation as a private company limited by guarantee and its financial support of the Chief Police Officers' Staff Association are matters for the internal management of ACPO.

ACPO: Funding

The Earl of Haddington asked Her Majesty's Government:

    Further to the Written Answers by the Lord Williams of Mostyn on 21 April (WA 199) and

    11 May (WA 97), why they have not published a table of funds or assistance contributed by each police authority or police board, for the years 1994-95, 1995-96 and 1996-97, to the Association of Chief Police Officers in England, Wales and Northern Ireland; and whether they will now publish such a table in the Official Report.[HL1930]

Lord Williams of Mostyn: I refer the noble Lord to the Written Answer I gave on 11 May (WA 96). I cannot usefully add anything further to that reply.

Police Bodies: Funding

The Earl of Haddington asked Her Majesty's Government:

    Further to the Written Answer by the Lord Williams of Mostyn on 11 May (WA 97), what contribution the Home Office has made, for each year

    since 1994, to salaries of national officials and some running costs of:


    (a) the Police Superintendents' Association of England and Wales;


    (b) the Police Federation of England and Wales; and


    (c) the individual constituent bodies of the staff side to the Police Negotiating Board for the United Kingdom: (i) the Chief Police Officers' Staff Association; (ii) the Superintendents' Association, England, Wales and Northern Ireland; (iii) the Association of Scottish Police Superintendents' Association; and (iv) the Police Federation of England, Wales, Scotland and Northern Ireland, in respect of (a) administrative costs, (b) travelling expenses and (c) subsistence costs.
