The Report from the Appellate Committee was agreed to; it was ordered and adjudged that, in the appeal of Powell and Daniels, the Order of the Court of Appeal (Criminal Division) of 25th May 1995 be affirmed and the appeal dismissed; and that, in the appeal of English, the Order of the Court of Appeal (Criminal Division) of 30th March 1995 be set aside and that the conviction of the Appellant by the Crown Court at Teeside on 17th February 1994 be quashed.

3.Thurston (Respondent) v. Coates Allbutt Edmondson & Taylor (Petitioners)—The petition of Coates Allbutt Edmondson & Taylor praying for leave to appeal was presented and referred to an Appeal Committee.
4.National Commercial Bank of Saudi Arabia (Petitioner) v. Dampskibsselskabet AF 1912 Aktieselkab and others (Respondents)—The petition of National Commercial Bank of Saudi Arabia praying for leave to appeal was presented and referred to an Appeal Committee.

13.Parliamentary Privilege—It was moved by the Lord Privy Seal (Lord Richard) that this House do concur with the Commons in their message of Thursday last, that it is desirable that a joint committee of both Houses be appointed to review parliamentary privilege and to make recommendations thereon; after debate, the motion was agreed to; it was ordered that a message be sent to the Commons to acquaint them therewith.
14.Education (Schools) Bill—The report was received; an amendment was agreed to (see division list 1); an amendment was disagreed to (see division list 2); it was ordered that the bill be printed as amended. (HL Bill 25)
15.European Convergence Criteria: Deficit Assessment—It was moved by the Lord McIntosh of Haringey that this House approves, for the purposes of section 5 of the European Communities (Amendment) Act 1993, Her Majesty’s Government’s assessment as set out in the Financial Statement and Budget Report July 1997; after debate, the motion was agreed to.
16.Consolidated Fund (Appropriation) Bill—A bill to apply certain sums out of the Consolidated Fund to the service of the year ending on 31st March 1998 and to appropriate the supplies granted in this Session of Parliament, was brought from the Commons endorsed with the certificate of the Speaker that the bill is a money bill, and read a first time.
17.Birmingham Hospitals—The Lord Howell asked Her Majesty’s Government what is the future of the Birmingham hospitals; after debate, the question was answered by the Baroness Jay of Paddington.
