1.Lord Levene of Portsoken—Sir Peter Keith Levene KBE, having been created Baron Levene of Portsoken, of Portsoken in the City of London, for life by Letters Patent dated 22nd July 1997 (see appendix 1), was introduced between the Lord Weinstock and the Lord Vincent of Coleshill, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2.Lord Inge—Field Marshal Sir Peter Anthony Inge GCB, having been created Baron Inge, of Richmond in the County of North Yorkshire, for life by Letters Patent dated in the forenoon of 21st July 1997 (see appendix 2), was introduced between the Lord Carrington and the Lord Vincent of Coleshill, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

Judicial Business

3.Institute of Chartered Accountants in England and Wales (Appellants) v. Commissioners of Customs and Excise (Respondents) (England)—The appeal of the Institute of Chartered Accountants in England and Wales was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 2nd September next; and that the appellants be allowed to prosecute the appeal without giving the usual security for costs as required by Standing Order.
4.Governor and Company of the Bank of Scotland (Respondents) v. Brunswick Developments (1987) Limited and another (Appellants) (Scotland)—The appeal of Brunswick Developments (1987) Limited and Raymond Ellis Blin was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 2nd September next.
5.Wild (Petitioner) v. Cannavan (Her Majesty’s Inspector of Taxes) (Respondent)—The petition of Henry Wild praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented and referred to an Appeal Committee.
6.Regina v. Rodger and another (Petitioners)—The petition of Andrew Rodger and Keith John Rose praying for leave to appeal in accordance with the Criminal Appeal Act 1968 was presented and referred to an Appeal Committee.
7.Regina v. Secretary of State for the Home Department and another (Respondents) ex parte Franc”ois (A. P.) (Petitioner)—The petition of France Louis Franc”ois praying for an extension of time within which the petition may be lodged and for leave to appeal in accordance with the Administration of Justice Act 1960, was presented and referred to an Appeal Committee. The petitioner’s legal aid certificate was lodged.

15.Business of the House—It was moved by the Lord Privy Seal (Lord Richard) that Standing Order 44 (No two stages of a bill to be taken on one day) be dispensed with on Thursday 24th July to enable the Consolidated Fund (Appropriation) Bill to be taken through all its stages that day; the motion was agreed to.
16.Referendums (Scotland and Wales) Bill—The bill was further considered on report; amendments were disagreed to (see division lists 1 and 2); amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; it was ordered that the bill be printed as amended. (HL Bill 26)
17.Sussex Downs—The Viscount Mersey asked Her Majesty’s Government whether they intend to give full support to the Sussex Downs Conservation Board in their management of the Sussex Downs Area of Outstanding Natural Beauty from April 1998; after debate, the question was answered by the Baroness Farrington of Ribbleton.

Second Report from the Select Committee
on the House of Lords’ Offices

Ordered to Report—

The Committee has met and been attended by the Clerk of the Parliaments and the Gentlemen User of the Black Rod.

1. Sub-Committee membership

Viscount Devonport was appointed to the Administration and Works Sub-Committee.

2. House of Lords Annual Report and Accounts

The Committee approved the Annual Report and Accounts for 1996–97.

3. The Lord Chancellor’s Residence

The Committee were informed that the Finance and Staff Sub-Committee had approved the estimated cost of £650,000, outside the current Estimate, for a major refurbishment of the Lord Chancellor’s Residence.

4. Mobile Telephones and pagers

The Committee agreed rules for the use of mobile telephones and pagers in the House of Lords as follows:

1. Mobile telephones—

    (a) must be silent in all public areas of the House including the Chamber;

    (b) may only be used in offices or where conventional telephones are located; and

    (c) may not be used while moving around the House.

2. There should be no bar to the use of pagers, provided that they are silent. In the Chamber and Committees of the House pagers must not be used to transmit messages to Peers for use in proceedings.

5. Staff pay

The Committee took note with approval of the 1997 pay awards to House of Lords staff; the cost to the paybill will be 3.8%.

6. Lords’ Reimbursement Allowances

The Committee were informed of the annual up-rating of the motor mileage allowance in line with the increase in the Retail Price Index. From 1 April 1997, the rate of motor mileage allowance was increased by 1.2 pence to 48.4 pence for the first 20,000 miles for the period to 31 March 1998. Further mileage in this period would be payable at the rate of 22.3 pence per mile.
