The House met at half-past ten o’clock.

The following Lords Spiritual and Temporal were present:

PRAYERS were read by the Lord Bishop of Bristol.

1.Wilson and others (Appellants) v. St. Helens Borough Council (Respondents) and one other appeal (England)—The appeal of Ronald Wilson, Lawrence Rowcroft, Howard Oakes, Kevin Burrell, Jennifer Sutton, Martin Green, Paul Johnson, Gary Sanders and Gerrard Wallace was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 20th November next.
2.Banque Financière de la Citeú (Appellants) v. Parc (Battersea) Limited and others (Respondents)—The appellants’ statement having been lodged on 8th October the cause was set down for hearing and referred to an Appellate Committee.
3.Regina v. London Borough of Harrow (Appellants) ex parte Fahia (Respondent)—The appellants’ case having been lodged on 8th October the cause was set down for hearing and referred to an Appellate Committee.
4.Williams and another (Respondents) v. Natural Life Health Foods Limited and Mistlin (Appellant)—The appellant’s case having been lodged on 8th October the cause was set down for hearing and referred to an Appellate Committee.
5.Appeal Committee—The following Order was made pursuant to the 2nd Report—

Georgiou (A.P.) and another (trading as Marios Chippery) (Petitioners) v. Commissioners of Customs and Excise (Respondents)—That the respondents’ costs be paid out of the Legal Aid Fund in accordance with section 18 of the Legal Aid Act 1988, such order to be suspended until 6th November to enable the Legal Aid Board to object if they wish.

6.Appeal Committee—The following Order was made pursuant to the 17th Report—

Vehicle Inspectorate (Respondents) v. Nuttall (Petitioner)—That leave to appeal be given and that the petition of appeal be lodged forthwith.

7.Appeal Committee—The following Order was made pursuant to the 23rd Report—

Regina v. Bingham (Petitioner) (Northern Ireland)—That leave to appeal be given and that the petition of appeal be lodged forthwith.

Regina v. Cooke (Petitioner) (Northern Ireland)—That leave to appeal be given and that the petition of appeal be lodged forthwith.

8.Regina v. Emmett and another (Respondents) (On Appeal from the Court of Appeal (Criminal Division))—The cause was further and fully heard and consideration was adjourned sine die.
