Crosville Wales Limited (Appellants)—The Report from the Appellate Committee was agreed to; it was ordered and adjudged that the Order of the Court of Appeal of 31st July 1995 be affirmed and the appeal dismissed with costs, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties.
2.Republic of India and others (Appellants) v. India Steamship Company Limited (Respondents)—The Report from the Appellate Committee was agreed to; it was ordered and adjudged that the Order of the Court of Appeal of 23rd April 1996 be affirmed and the appeal dismissed with costs, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties.

4.City of Edinburgh Council (Respondents) v. Secretary of State for Scotland (Respondent) and Revival Properties Limited (Appellants) (Scotland)—

(Conjoined Appeals)

The Report from the Appellate Committee was agreed to; it was ordered and adjudged that the appeal of Revival Properties Limited on the matter of listed building consent be dismissed; that the appeal of the Secretary of State for Scotland and of Revival Properties Limited on the matter of planning permission be allowed; that the Interlocutor of the Second Division of the Court of Session of 16th January be recalled insofar as it relates to the planning permission and that the decision of the Inquiry Reporter of 7th March 1995 concerning planning permission be restored; and that the Interlocutors of 22nd March 1996 be recalled; that the City of Edinburgh Council do pay the costs of the Secretary of State for Scotland in this House and one half of his expenses in the Court of Session and that the said Council do pay one half of the costs of Revival Properties Limited in this House and one half of their expenses in the Court of Session, the amount of the costs in this House to be certified by the Clerk of the Parliaments if not agreed between the parties.

5.Soden and another (Appellants) v. British Commonwealth Holdings plc (in administration) and others (Respondents)—The Report from the Appellate Committee was agreed to; it was ordered and adjudged that the Order of the Court of Appeal of 15th May 1996 be affirmed and the appeal dismissed with costs, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties.
6.Appeal Committee—The 27th Report from the Appeal Committee was agreed to and the following Order was made—

Grovit (Appellant) and others v. Doctor and others (Respondents)—That the petition of the appellant praying that the determination by the Clerk of the Parliaments of the respondents’ costs might be reviewed be dismissed.

The House was adjourned during pleasure.

7.Lord Sandberg—Sir Michael Graham Ruddock Sandberg, Knight CBE, having been created Baron Sandberg, of Passfield in the County of Hampshire, for life by Letters Patent dated in the forenoon of 2nd October 1997 (see appendix 1), was introduced between the Lord Swaythling and the Lord Harris of Greenwich, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
8.Baroness Fookes—Dame Janet Evelyn Fookes DBE, having been created Baroness Fookes, of Plymouth in the County of Devon, for life by Letters Patent dated in the afternoon of 30th September 1997 (see appendix 2), was introduced between the Lord Clifford of Chudleigh and the Lord Weatherill, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

10.Public Processions etc. (Northern Ireland) Bill [HL]—A bill to amend the law relating to public processions in Northern Ireland; to provide for the establishment and functions of a Parades Commission concerned with public processions and other expressions of cultural identity in Northern Ireland; and for connected purposes, was presented by the Lord Dubs, read a first time and ordered to be printed. 11.Plant Varieties Bill—It was moved by the Lord Carter that it be an instruction to the Committee of the Whole House to whom the Plant Varieties Bill has been committed that they consider the bill in the following order:

13.Ministerial and other Salaries Bill—It was moved by the Lord Privy Seal that the bill be now read a second time; after debate, the motion was agreed to and the Committee was negatived; then, Standing Order 44 having been dispensed with, the bill was read a third time and passed.
14.Fossil Fuel Levy Bill [HL]—The House resolved itself into a Committee upon the bill; the House was resumed and the bill was reported without amendment; the report was received.
15.Firearms (Amendment) Bill—The report was received; amendments were agreed to (see division lists 1 and 2); an amendment was agreed to; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list 3); it was ordered that the bill be printed as amended. ELIZABETH THE SECOND by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Our other Realms and Territories Queen Head of the Commonwealth Defender of the Faith To all Lords Spiritual and Temporal and all other Our Subjects whatsoever to whom these Presents shall come Greeting Know Ye that We of Our especial grace certain knowledge and mere motion in pursuance of the Life Peerages Act 1958 and of all other powers in that behalf Us enabling do by these Presents advance create and prefer Our right trusty and well beloved Sir Michael Graham Ruddock Sandberg Knight: Commander of Our Most Excellent Order of the British Empire to the state degree style dignity title and honour of Baron Sandberg of Passfield in Our County of Hampshire

And for Us Our heirs and successors do appoint give and grant unto him the said name state degree style dignity title and honour of Baron Sandberg to have and to hold unto him for his life
