1.Lord Morris of Manchester—The Right Honourable Alfred Morris, having been created Baron Morris of Manchester, of Manchester in the County of Greater Manchester, for life by Letters Patent dated in the afternoon of 6th October 1997 (see appendix 1), was introduced between the Lord Rix and the Lord Ashley of Stoke, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2.Lord Garel-Jones—The Right Honourable William Armand Thomas Tristan Garel-Jones, having been created Baron Garel-Jones, of Watford in the County of Hertfordshire, for life by Letters Patent dated in the afternoon of 22nd October 1997 (see appendix 2), was introduced between Viscount Cranborne (Lord Cecil) and the Lord Fraser of Carmyllie, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
3.Lord Brooke of Alverthorpe—Clive Brooke Esquire, having been created Baron Brooke of Alverthorpe, of Alverthorpe in the County of West Yorkshire, for life by Letters Patent dated in the afternoon of 23rd October 1997 (see appendix 3), was introduced between the Lord Gladwin of Clee and the Baroness Symons of Vernham Dean, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
4.Lord Hardinge of Penshurst—Julian Alexander Lord Hardinge of Penshurst sat first in Parliament after the death of his father, George Edward Charles Lord Hardinge of Penshurst, having first taken and subscribed the oath pursuant to statute.

5.In re Ramda and another (Petitioners) (application for a writ of Habeas Corpus)—The petition of Rachid Ramda and Mustapha Boutarfa praying for an extension of time within which the petition may be lodged and for leave to appeal in accordance with the Administration of Justice Act 1960, was presented and referred to an Appeal Committee.

17.Procedure of the House—It was moved by the Chairman of Committees that the First Report from the Select Committee (HL Paper 28) be agreed to; the motion was agreed to.
18.Introductions—It was moved by the Lord Privy Seal (Lord Richard) that an Humble Address be presented to Her Majesty praying Her Majesty that she will be graciously pleased to place her prerogative and interest so far as they may be concerned at the disposal of the House of Lords for the purpose of the consideration of alterations in the ceremony of Introduction; after debate, the motion was agreed to; it was ordered that the Address be presented to Her Majesty by the Lords with White Staves.
19.Parliamentary Privilege—It was ordered that a Message be sent to the Commons to propose that the Committee appointed by them do meet with the Committee appointed by this House as the Joint Committee on Parliamentary Privilege at 11 a.m. on Tuesday 18th November next in Committee Room 4.
20.Firearms (Amendment) Bill—The bill was read a third time; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list); then after debate the bill was passed and returned to the Commons with amendments.
21.Parliamentary Privilege—A message was brought from the Commons, that they have ordered that the Committee appointed by them do meet the Lords Committee on Tuesday 18th November at 11 a.m. in Committee Room 4, as proposed by this House.
22.Penal policy—The Earl of Longford asked Her Majesty’s Government whether they will consider the case for a penal policy based on Christian and humanist values; after debate, the question was answered by the Lord Williams of Mostyn.

ELIZABETH THE SECOND by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Our other Realms and Territories Queen Head of the Commonwealth Defender of the Faith To all Lords Spiritual and Temporal and all other Our Subjects whatsoever to whom these Presents shall come Greeting Know Ye that We of Our especial grace certain knowledge and mere motion in pursuance of the Life Peerages Act 1958 and of all other powers in that behalf Us enabling do by these Presents advance create and prefer Our trusty and well beloved Clive Brooke Esquire to the state degree style dignity title and honour of Baron Brooke of Alverthorpe of Alverthorpe in Our County of West Yorkshire

And for Us Our heirs and successors do appoint give and grant unto him the said name state degree style dignity title and honour of Baron Brooke of Alverthorpe to have and to hold unto him for his life

Willing and by these Presents granting for Us Our heirs and successors that he may have hold and possess a seat place and voice in the Parliaments and Public Assemblies and Councils of Us Our heirs and successors within Our United Kingdom amongst the Barons And also that he may enjoy and use all the rights privileges pre-eminences immunities and advantages to the degree of a Baron duly and of right belonging which Barons of Our United Kingdom have heretofore used and enjoyed or as they do at present use and enjoy

In Witness whereof We have caused these Our Letters to be made Patent Witness Ourself at Westminster in the afternoon of the twenty-third day of October in the forty-sixth year of Our Reign
